The Department of Elections Issues Invitations to Observe November 8 Election Processes

SAN FRANCISCO, Tuesday, September 27, 2022 – As it does before every Election Day, the Department of Elections invites representatives of the media as well as members of the public, the Civil Grand Jury, the League of Women Voters, and other interested organizations, to observe and provide input on various election processes in the November 8, 2022, Consolidated General Election.

“Ensuring transparency is a key aspect of maintaining election integrity,” said Director John Arntz. “Members of the public are welcome to observe the Department’s pre-election, Election Day, and post-election activities and provide their feedback. People may observe election processes in-person at the Department’s office in City Hall and its warehouse on Pier 31, and can also observe remotely by viewing live-streams on the Department’s website at sfelections.org/observe.”

Observable Election Activity

September 26 -October 14, 2022

Logic and Accuracy Testing. Logic and Accuracy testing of San Francisco’s voting system is conducted prior to each election to ensure that the equipment properly records and accurately tabulates all votes.

October 11 - until no later than December 8, 2022

Processing of Vote-By-Mail Ballots. Vote-by-mail ballot processing includes sorting, scanning, and signature verification on ballot envelopes, opening of accepted ballot envelopes, and ballot extraction, in preparation for ballot counting.

October 14 - until no later than December 8, 2022

Counting of Vote-by-Mail Mail Ballots. Ballots extracted from accepted vote-by-mail ballot envelopes are scanned. The votes on the scanned ballots may not be tabulated or released until 8 p.m. on Election Night.

October 11- Election Day, November 8, 2022

City Hall Voting Center Opens. Starting October 11, any local voter, including certain non-citizen residents eligible to participate in the Board of Education Election, may register and/or vote at the City Hall Voting Center – open every weekday as well as the last two weekends before Election Day – or on Election Day, November 8.

October 28 - until no later than December 8, 2022

Adjudication of Vote-By-Mail Ballots. When ballots contain valid votes, including cases in which a ballot has been irregularly marked, torn, bent, or otherwise damaged and unreadable, the Department reviews and adjudicates these ballots.

Election Day, November 8, 2022

501 Polling Places are Open from 7 a.m. to 8 p.m. on Election Day. Between 6 a.m. up through approximately 10 p.m., in-person voting set-up, processing, and closing activities will take place at the City Hall Voting Center and 501 polling places.

Election Night, November 8, 2022

Ballot Collection: After 8 p.m., the Department will receive voted ballots, rosters, and other vital materials from polling places at its Processing Center located on Pier 31; this process will continue until all polling place materials have been received.

Election Night, November 8, 2022

Data Collection: After 8 p.m., in City Hall the Department will receive the memory and results cartridges from polling places; this process will continue until all polling place memory devices have been received.

Election Night, November 8, 2022

Preliminary Results Reporting. At approximately 8:45 p.m. the Department will begin releasing preliminary election results at sfelections.org and in hard copy formats in City Hall, North Light Court. The Department will continue to process and count ballots after Election Day. At 4 p.m. every day on which the ballots are counted, the Department will release updated preliminary results reports.

November 10 - until no later than December 8, 2022

Official Canvass. During the Official Canvass, the Department continues to process voted ballots; accounts for all ballots that were issued, voted, or not used; and completes audits. The canvass must be completed no later than December 8, 2022.
