Random Selection of One Percent of the Precincts for Manual Tally

SAN FRANCISCO, Saturday, November 17, 2018 – Today the San Francisco Department of Elections randomly selected one percent of the precincts used in the November 6, 2018, Consolidated General Election, to conduct a manual count of ballot cards to compare against results from the voting equipment as part of the Official Canvass.

The Department will begin the manual count of ballot cards on Monday, November 26, from 8 a.m. to 5 p.m., in the Department’s warehouse on Pier 48, which is near AT&T Park, and will occur daily, except holidays and weekends, until the tally is completed.

This manual tally is open to public observation, either in person or by watching the live stream of the process on https://sfelections.sfgov.org/observe-election-process.

The Department of Elections selected precincts using three, 10-sided dice.  The Department webcasted the random selection of the precincts and posted a recording of the selection process on its website: https://sfelections.sfgov.org/selection-precincts-1-manual-tally.

For the November 2018 election, San Francisco used 604 precincts.  To obtain one percent of this number, six precincts were chosen.  Under state elections law, the Department must manually count all votes for all contests and measures on the ballots for the six precincts.

For any contest not included in the initial six precincts, the Department must randomly select additional precincts with such contests.  For these additional precincts, only the contests not included among the initial six precincts’ contests are manually tallied

To include all contests in the manual tally, the Department selected three additional precincts:  precinct 9411 (Member, Board of Supervisors, District 4), precinct 9727 (U.S. Representative, District 14), and precinct 7016 (Member, Board of Supervisors, District 10).

The manual tally of ballot cards from one percent of the precincts is among the final processes of the canvass of election materials associated with the November 6, 2018, Consolidated General Election.
