Overseas Voters - Military or Civilian
If your (or your guardian’s) last U.S. residential address was in San Francisco, you may register and request a vote-by-mail ballot from the San Francisco Department of Elections.
You may complete any one of these forms:
Online Registration Form (requires a valid California Driver’s License Number or State Identification Number)

To be eligible to vote in the November 8, 2016 Consolidated General Election, you must register to vote no later than 11:59 p.m. PT, October 24, 2016.
If you are already registered, and are only applying for a vote-by-mail ballot, email, fax, or mail your application as soon as possible to ensure it reaches the Department, no later than 5 p.m. PT, November 1, 2016.
You may choose to receive your ballot via postal mail, email, or fax. Your ballot will be sent to you between September 9 and September 24 via the method you marked on your application.
If you have not received your ballot by September 26, 2016 (for fax and email delivery) or October 5, 2016 (for postal delivery), please contact us via our web form or at (415) 554-4411.If you applied for a ballot after September 24, your ballot will be sent as soon as possible. Please allow 7–10 days for postal delivery before contacting us.
Mail It on Time!
To be counted, your ballot must be postmarked before or on Election Day, Tuesday, November 8, and received by Monday, November 14. The Department advises voters to mail their ballots early to ensure the ballots are received on time. Postage is paid.
Regardless of how you receive your ballot, you have the option to return your voted ballot by either postal mail or fax. Ballots can not be returned by email. For instructions, click on the statement below that describes your preferred method:I want to return my ballot via postal mail.
