San Francisco Department of Elections Announces that Eligible Non-Citizens May Register to Vote for Members of the Board of Education in the November 6, 2018, Election

SAN FRANCISCO, Monday, July 16, 2018 – Today, the Department of Elections issued Voter Registration Forms for non-citizens who are eligible to vote for members of the Board of Education in the November 6, 2018, election.

Prospective voters may request a Non-Citizen Voter Registration Form by calling the Department of Elections at (415) 554-4375, at, or in person at the Department’s office, Room 48 in City Hall. This form will be the sole means by which eligible non-citizens can register to vote. 

As required under local election law, the registration form contains an Important Notice, as well as an eligibility checklist that non-citizens are advised to review prior to registering to vote. The Notice is available in 48 languages.

To be eligible to register to vote in the Board of Education election, non-citizens must be residents of San Francisco, at least 18 years old on Election Day, and parents, legal guardians, or caregivers of children under the age of 19 who also reside in San Francisco. Those who are imprisoned or on parole for conviction of a felony, or currently found by a court to be mentally incompetent to vote, are not eligible.

Applicants may return the completed registration form to the Department of Elections by mail or in person. Once the registration is processed, the Department will mail a Voter Notification Card to the registrant confirming the registration.  

The deadline to register to vote in the November 6, 2018, Board of Education election is October 22, fifteen days before the election. Those who miss this deadline can visit the City Hall Voting Center to register and vote under conditional voter registration.

The opportunity for eligible non-citizens to vote for members of the Board of Education stems from the November 2016 election, when San Francisco voters passed Proposition N, Non-Citizen Voting in School Board Elections, by a vote of 54% to 46%.

In May 2018, the Board of Supervisors adopted an ordinance amending the Municipal Elections Code to implement Proposition N by requiring the Department of Elections to develop the non-citizen voter registration form described above and other documents related to non-citizen voting in School Board elections. The ordinance also requires a notice on non-citizen voter materials that any information provided to the Department may be obtained by the federal government.

Non-citizen voting will be available at the next election for members of the Board of Education, scheduled for November 6, 2018, and at every Board of Education election until November 2022. After the November 2022 election, the opportunity for non-citizens to vote in Board of Education elections will expire unless the Board of Supervisors adopts an ordinance allowing it to continue.
