May 19, 2020 BOS Board of Supervisors (BOS) considers (1) ROI for adoption.

May 24, 2020 COB COB to sign the proposed boundary map and provide the Office of Economic and Workforce Development (OEWD) with a certified copy of the ROI to Establish No more than 15 days following adoption of the ROI to Establish

OEWD will provide the Proposed Boundary Map to COB in large format for signature.
May 24 – 29, 2020 OEWD Record 1) proposed boundary map and 2) ROI to Establish Provide COB with 1) receipt and 2) recorded copies for the legislative file
June 2, 2020 Supervisor Peskin Introduce (4) Resolution to Establish (ROE) – Renewal

  OEWD Provide COB with the English version of the 3-language Committee of the Whole (COW) hearing notice and the mailing list Mailing list to include the names and addresses of all business located with the assessment district
  COB Prepare 7/14/2020 COW Hearing Notice for translation into Chinese, Spanish, and Tagalog. (SF Business and Tax Regulations Code, Article 15, Section 1511(i): 3-language notice requirements)
       
May 29, 2020 DOE Department of Elections (DOE) sends final ballot packages to all property owners in the CCCBD  
  DOE 45-Day Ballot Election Period begins

DOE to provide COB with a complete sample ballot package for the legislative file
Package to include: 1) ballot, 2) mailing database, and 3) proof of mailing
  COB COB to request translation of the Committee of the Whole hearing notice from Office of Civic Engagement and Immigrant Affairs (OCEIA). Translation has at least two-week turnaround following request. Request to return no later than Dec 27, 2019.
June 4, 2020 GAO GAO Hearing to consider (2) Reso, Ballots and recommend to June 15, 2020 Board for consideration.  
Week of June 8, 2020 COB Request CEQA Determination from the Planning Department by forwarding the (4) ROE and a determination request form  
June 15, 2020 BOS BOS to consider approval of the (2) Reso, Ballots, to authorize the Mayor to cast ballots for City-owned parcels  
NLT June 19, 2020 OCEIA Returns the multi-language 7/14/2020 BOS COW Hearing Notice to COB for mailing on 7/3/2020  
June 26, 2020 Mayor & COB Mayor signs the (2) Reso, Ballots, to authorize the Mayor to cast ballots for City-owned parcels; and COB enacts to finalize Assumes the entire ten days to sign
July 3, 2020 COB Multi-language 7/14/2020 COW Hearing Notice mailed to property/business owners located within the proposed district holding a current registration certificate issued by the Tax Collector; and posted online, at Library, and BOS kiosk. Notices mailed 10 days prior to COW hearing (per Business and Tax Regulations Code, Section 1511(i).) - published notice not required for this formation type.
Week of July 6, 2020 COB COB completes the directives in (2) to forward the final resolution to Elections and OEWD.  
July 14, 2020 @ 3:00 p.m. BOS BOS sits as COW to hold public hearing on the ROE, closes public comment, DOE tabulates ballots, and BOS takes final action on (4) ROE following the announcement of the ballot tabulation Ballots are due to DOE by 12:00 noon and can be delivered at the hearing until the close of public comment
July 31, 2020 Mayor & COB Mayor signs the (4) ROE; and COB enacts to finalize Assumes the entire ten days to sign
  COB COB signs the assessment diagram and provides three (3) certified copies of the ROE to OEWD for recordation OEWD will provide the Final Assessment Diagram to COB in large format for signature
  OEWD Record with the Assessor-Recorder: A) certified copy of the (4) ROE; B) management plan, and C) assessment diagram Provide COB with A) receipt and B) recorded copies for the legislative file
